Thirteen nations, including Bahrain, Bangladesh, Bhutan, Brunei Darussalam, Laos, Macau, Maldives, Mongolia, Myanmar, Nepal, Qatar, Tajikistan, and Yemen, gathered to vie for supremacy in a format consisting of four round-robin groups (3×3 and 1×4) where two countries promoted onto the next tier of the qualifiers being Qatar & Mongolia.
